Administrative Regulation 1220.1

Bilingual Community Council

 

This Administrative Regulation applies to the San Francisco Unified School District and the County Office of Education.

 

The Bilingual Community Council (BCC) was created under consent decree developed in the Lau v. San Francisco Unified School District (SFUSD) case, and is comprised of up to 14 community members appointed by the district’s Board of Education to serve as an advisory body to the Board and assist the district in monitoring the Lau plan and the Modified Consent Decree.  Each Board member is responsible to appoint a total of 2 BCC members.

 

The BCC shall comply with the provisions of Board Policy 1220.  However, this administrative regulation provides additional definitions and guidance on how the BCC shall implement the specific aspects of BP 1220 described below.

 

Quorum

 

For purposes of BCC meetings, “quorum” is defined as fifty percent of the membership’s filled seats. For example, if there are 8 members currently appointed by the Board, 4 members in attendance of a meeting would constitute a quorum.

 

Recruitment and Nomination Process

 

BCC members will solicit applications and screen potential candidates and provide a list to staff by April of each year.

 

Staff will contact candidates to confirm their interest and availability in May.

 

Staff will send a list of potential candidates to the Board by June with relevant information to help Board Members select candidates for appointment.  Board members may also select their own candidates.

 

Board members will make appointments in August.

 

Membership

 

The BCC will include the following goals in their bylaws in order to support parity and a balanced representation of individuals with experience and/or expertise in English Learner programs and services:

 

  1. Full BCC membership with a total of 14 members
     
  2. At least five parents/Guardians of active English Learners (EL) or reclassified ELs in SFUSD
     
  3. At least five current and former educators of ELs
     
  4. Remaining seats may be filled by parents, educators or community members working with EL families.

 

Term of Membership

 

In order to start each school year with a whole committee, the terms of current active BCC members shall be from August 1 through July 31.  BCC members appointed during any given calendar year will have their first full term begin on the August 1 of that calendar year.  For example, if a member was appointed in March of 2013 or December 2013, their first year would be August 1, 2013 – July 31, 2014.
