SUBJECT: Resolution No. 185-22SO1

Approval of Reclassification Criteria for English Learners

 

WHEREAS: Under California Education Code 313(f), each school district must reclassify a student from English Learner to proficient in English by using a process and criteria that includes, but is not limited to: (1) assessment of English language proficiency; (2) comparison of the performance of the pupil in basic skills; (3) teacher evaluation, including a review of the pupil’s curriculum mastery; and (4) parental opinion and consultation.

 

WHEREAS: In June of 2015 under the Lau Modified Consent Decree, the Board approved guidelines and protocols for the reclassification of English Learners based on the above California Education Code requirements.

 

WHEREAS: The California Department of Education requires that district school boards approve a revised reclassification criteria that includes K-12 grade levels and the new assessment of English language proficiency, the English Language Proficiency Assessments for California (ELPAC).

 

THEREFORE BE IT RESOLVED: That the Board of Education of the San Francisco Unified School District hereby adopts and approves the following reclassification criteria for English Learners:

  1. Demonstration of English Language Proficiency
    • Grade K: ELPAC listening and speaking score (oral language score) of 3 or higher
    • Grades 1-12: ELPAC overall score and subscores of 3 or higher (moderately developed level scale score)
  2. Demonstration of Basic Skills in English*

Grades K-12:

  • Fountas & Pinnell (F&P) level of “meets expectations”; OR
  • Reading Inventory (RI) scores by grade level; OR
  • Smarter Balanced Assessment level of 2.5 (scaled score mid-way between standard nearly met and standard met)
  1. Student Report Cards*
    • Grades K-5: average of 2.5 and above for English Language Arts (ELA, mid-point between approaching and meeting end of year standard) or English Language Development (ELD, mid-point between expanding and bridging proficiency)
    • Grades 6-12: grade C or better in ELA or ELD

 

*If F&P, RI or grades falls below the above cut offs for grades K-12, then the teacher evaluation form may be used to satisfy these requirements if it is determined that the assessment results or student grades were not due to language acquisition issues.

  1. Parent/Guardian Consultation/Notification
    • Notification of impending reclassification includes a sign-off sheet for parents/guardians to return if they do not want their child to move forward with reclassification.

THEREFORE BE IT FURTHER RESOLVED: That the board authorizes the Superintendent to make any further changes to the district’s reclassification criteria as needed to comply with state and federal law.
